Financial Education Classes
CDC offers a series of workshops of
topics such as basic banking, credit reports, and family
budgets. This series uses a curriculum developed by the
Neighborhood Economic Development Advocacy Project.
Layaway/Loan Program
The University of Texas at El Paso Energy Center has secured funding for a revolving loan
fund for colonia residents. Money is available to colonia
residents to obtain new energy efficient appliances in their
homes. The money is available through a loan program.
Steps to Obtain New Appliance
1. Fill out application form and select appliance
2. After approval – begin making payments on the appliance
3. Receive new appliance
4. Continue to make payments for 6 months until the loan is paid
in full.
5. Receive a letter from the El Paso Collaborative that states
you complied with the loan and paid it off in full.
6. When money is paid back to the loan fund, more money is
available to your neighbors and you may be able to obtain a
second loan.

Other Programs
Colonia Technology Council
5 Community members will meet 4 times a year to discuss issues
related to energy efficiency and the layaway/loan program in the
colonias. There is $50 available for each participant to attend
the meetings.
Energy Efficiency and Financial Literacy Workshops
The workshop series includes 3 sessions of 1.5 hrs to be done
once a week for three weeks. Workshops focus on using energy
wisely and managing family finances and will be presented in
each of the communities. Ideally, each person who gets a loan
will attend the workshop series.
